Carl T. Ferrentino, CEEPartnership Counsel
Carl was born in Brooklyn and lived in NYC until he entered high school in Poughkeepsie, NY. He graduated from Cornell University with a bachelor’s and master’s in environmental engineering. He served 2 years as a commissioned officer in the USPHS Indian Health Service where was the field engineer for water supply and wastewater systems on the Colville Confederated Tribe Reservation in Washington State. He then pursued his interest in environmental law after graduating from Golden Gate University in San Francisco. He worked in the USEPA’s Office of Water Enforcement for two years and then the NYS Department of Environmental Conservation. At the NYSDEC he served as the Assistant Counsel for Land Use where principal duties involved rule making and launching two new programs to protect tidal and freshwater wetlands. When the DEC’s new division on environmental enforcement was formed, Carl became the Environmental Quality Compliance Counsel overseeing enforcement programs for clean water, clean, solid waste, and pesticides.
After agency work Carl became involved in founding a successful air regulatory consultancy that provided support to many companies for the then new Clean Air Act Title V major source permitting requirements. He also maintained a focused environmental law practice representing companies for compliance and permitting matters. For a period of time, he was the market maker for ERCs (emission reduction credits). He was also employed as an emissions broker by Evolution Markets LLC.
Carl co-founded companies to develop renewal energy resources; this effort culminated in obtaining financing to establish a biodiesel manufacturing enterprise in central New Jersey. Carl was American Honda’s contract representative for the test deployment of 2 fuel cell vehicles to NYS government to demonstrate fuel cell vehicle feasibility in cold climate conditions.
In 2009 Carl took another stint in state service as a Deputy Counsel for the NYS Environmental Facilities Corporation (EFC). EFC is the Public Authority that administers the Clean Water and Safe Drinking Water Acts revolving loan funds in NYS. These funds are the principal financing mechanism for most water and wastewater infrastructure in New York.
Carl’s current legal work is limited to his pro bono work for CEEP and serving as Town Attorney for the Town of Long Lake in the Central Adirondacks, where he and his wife have a large woodlot and an off-grid camp.
